fuel tank pick up

hi guys.. i was checking over my saw today and noticed the in tank fuel pickup is kinda sticking up.

 

you would think it would be best to have the filter laying flat at the bottom of the tank, down in the lower corner, so the pickup is in the lowest point of the tank for both angles that you would use the saw at.

 

i noticed that as the saw runs low on fuel (half a tank and under) the saw starts to cut out while on tickover.

 

i can see the grommet where the feul pipe exits the tank just under the carb, is it ok to pull the fuel pipe out of the tank some more.

 

reason i ask this is i have tried to move the filter with long nosed pliers but it just springs back to its current location.
