Quenching the steel in used engine oil will increase the carbon of the steel and blacken the steel, so only the edge will be shiny once sharpened.

With a propane bottle, you can either have an open top, or a windowed tank, a friend of mine made a windowed version, it heats quicker and has a higher temperature, just remove the valve, fill with water and cut

Heating, quenching and tempering varies with different types of steel. The method most are quoting on here is what I use on 01 tool steel which I buy from Cromwell tools. It is available in handy sizes, sometimes called gauge steel, key steel or ground flat stock. I harden it using engine oil then temper it at 250°c in the oven for an hour and it works o.k.
