This chestnut is in my Mates front garden right on his front boundary wall

 

He's just bought the house and only noticed,what he can only describe as black stuff working its way up the tree from the base.

 

The pics are what he's sent me and I've not seen the tree myself and I am no expert on fungi things

Are you sure it's working up from the bottom? Looks more like exudate dripping down to me. Horse chestnut bleeding canker or Armillaria maybe...

Miliaria (also called "sweat rash" or "prickly heat") is a skin disease marked by small and itchy rashes.

Black bumps look like Kretch to me. aside from ID, assess extent by removing loose dead material and looking for woundwood.

I thought that at first glance but it is consistent with the bleeding canker we see such a lot of on HC, the lumpiness is just the gnarly bark.

Its an exudate flowing over rough bark

I have never seen Kretzsch on teh surface like that. Looks most like Pseudomonas syringae pv aesculi (Bleeding canker of Horse Chestnut to me). Prognosis not good if it is more or less all the way round the stem. I often seee it followed by or accompanied by Armillaria mellea in cambium killing mode.
