IMO the way some tree officer's use this system is rubbish - I believe that TPOs should be served on notable trees regardless of a threat but the guidance refers to 'expedience' so it won't happen any time soon. Important trees are part of an areas character and heritage - much like listed buildings and monuments...but these aren't only protected when under threat are they?

In my previous life as a TPO Officer we used to identify potential development land within the district through the Local Pla process. This alos inclued TPO'ing signifciant amenity trees and, overall worked quite well. The LPA was very restrictive in it's approach, i.e. TPOing ONLY the most importnat trees, but then not willing to negotiate removals unless very exceptiional circumsatnces.

 

The areas you describe above are usually, in my expreince, dedicated Conservation Areas anyway so trees will be outline protected.

PS I do agree with a later post that fore-armed is fore-warned and if stuff is 'on-line' so it's a quick galnce beforehand, fine.
