Digger with a pecker and then a digger mounted stump grinder. This will allow you to go deep enough easily. Then clear up with bucket. Minimal tip costs and labour.

 

Are you responsible for reinstating tarmac? It will need a sub base, ideally put the broken tarmac to one side to backfill with once the grindings have been removed. Compaction plate in the pecker would finish the sub base nicely for minimal cost.
