Nope, but everything that comes under LOLER needs to be individually identifiable which means it needs a number of some kind.

yeah i get what you mean i thought that to its just ive got 3 types of lowering bollards thats including GRCS so where did you get yours done ?

You dont need 2 straps, that's the whole point of the GRCS and Hobbs design with the bollard positioned above the single strap.
