Leaf Minor in Chestnut

I am 30 miles sw of Glasgow and took down my first infected chestnut 5 years ago and have done at least 20 in the area since. I emailed someone down south back then and never heard back. I only see the FBT mag here or there and have just discovered this forum. Whenever i read about it, it seems there is an idea it is still only effecting trees down south. Am i wrong and missinformed. Hopefully, because i am seeing more and more dying off. Who do i contact?
