possibly goat willow but not sure on those catkins but thats probably just focus.

Ahhh yes! a fruiting goat willow.

the flowers dont look right to me, these look odd, and often flowers come before leaf too.

 

if this is wild and not in a collection i will say it is willow, in poor focus, if in a collection of trees on an old estate then I have no ideas

Have a look at the rest of the tree - I can not see any other flowers If that is what we are assuming, (although pic is very poor), but could they be gauls? Funny how the client picked on a close up when a still of a larger portion of the tree may have sufficed - just thinking outside of the box...

ive made up my mind that this isnt a goat, something aint right there.

goat willow catkins are fluffy, thats a strange one it does look similar

The Male catkins are fluffy yes but the mature female catkins do look almost succulant, similar to the photo.

How about a grey willow opposed to goat, Salix cinerea oleifolia maybe? but not sure how large they grow or common they are?
