the flowers dont look right to me, these look odd, and often flowers come before leaf too.

 

if this is wild and not in a collection i will say it is willow, in poor focus, if in a collection of trees on an old estate then I have no ideas

 

Have a look at the rest of the tree - I can not see any other flowers If that is what we are assuming, (although pic is very poor), but could they be gauls? Funny how the client picked on a close up when a still of a larger portion of the tree may have sufficed - just thinking outside of the box...:confused1:
