Could get a Haglof electronic clinometer to measure height under £200. A thor hammer £30. A dbh tape under £40. And a iml steel probe under £50. Maybe a 3-4mm 300mm twist drill to go on your battery drill(if you have one) Maybe a Increment borer under £400. Possibly spend the rest of your budget on a VTA style course, possibly Professional Tree Inspection. Oh and dont forget Professional Indemnity insurance, got to cover your backside!

Good luck with your new venture!

Oh and if you did go mental, £12000 on Picus tomograph, £4000 on an IML resistograph and £2000 on a fractometer.

... And if he's not on a budget?

I get by - just - with a hammer, DBH tape, 5m tape, a combi spanner used as a pokey thing, a bit of chalk and a digi camera (for using ratio method of tree height measuremement if it's critcal) and lots and lots of practise.

Plus various other low cost bits and pieces that stay in the murky botom of my survey bag.

You can have all the best gear on the market, but it's still only as good as the person using it.
