Tommy is right but you can just dip the wire wool in the vinegar and rub it in.

 

The acid in the vinegar desolves the steel wool making an iron brew, the iron reacts with the natural tannings in the oak or sweetchestnut, soft woods tend to go a mucky purple grey, the best way is to test it out on some off cuts.

 

If left it tends to fade to grey, a coat of exterior varnish seals it off but wipe off any excess varnish in between coats so you get a thin but very durable finish.

3 coats are usually enough.
