stihl ts 400 got too much compression any ideas

How much compression has the engine got? If you can't pull it over, chances are that the carb has a faulty needle valve and has flooded the engine causing the crankcase to fill with fuel stopping you pulling it over.

It is unlikely that someone has turned down the squish band, reduced the cylinder base thickness and fitted a pop up piston.

Sorry if you have tried this but what does it feel like to pull the saw over with the spark plug off compared to plug on? If its the same, there is a different mechanical problem.

 

As above, this will also show if the saw and cylinder is full of fuel.
