Just a thought should it be a harsh one and heating bills are in another league.

I see that there are sleeping bag heated liners for about £30 powered by a lithium phone backup battery. May be helpful if you have a vulnerable family member or neighbour who is too scared to turn on the heating because of the cost

It's probably safer to buy a pet rated electric heating pad, main powered but if it's safe for animals it's even safer for elderly and the infirm if they sit on the same chair most of the day

They're not really supposed to be flexed or moved around, plus even I would be a bit hesitant of wrapping a big coil of 230v wiring around me.

 

And they aren't really temperature regulated, the pet ones are set around 29c and a seat size is about £30
