You’ll lose a lot of water like that, better to have a very slow/trickle so the water stays in the soil around the tree.

Just flood the whole area if it stays around the tree the dry peripheral areas will take the water I’m not saying that they should water like this every time but now just flood it

I’m not sure though that the problem lies deeper than lack of water

Its not a lovely tree, its an unloved tree.

It is probably suffering from root compaction ,  competition with the grass lawn, water stress, and its been pollarded. I would also guess that there is strimmer damage around the base of the tree.

Whitebeams are not large trees, so i am not sure why it needed to  be pollarded.

Watering every day may be enough to revive it. If it does survive i would remove some of the grass around the base and put a thick layer of mulch down.

On the main trunk there are some exit holes made by a boring insect. Not sure what attacks whitebeam if that's what it is but probabled tunneled and made chambers under bark and stopping flow of water upwards similar to Dutch Elm Disease.
