If i chop down a 30yo tree to the stump and then cover in soil/hardcore.  Will it regrow or just rot away?

Probably will die unless it’s one of the more resilient species which could potentially just throw suckers up elsewhere.

Chop down a goat willow, rip it out the ground with a digger, leave the stump upside down in a pile with a load of others for a year, drag it to a patch of boggy ground and set it upright, and it'll grow again. One of mine is, anyway.

Other species may vary.
