My initial response would be low compression, however I would expect it to get worse when hot, so maybe it’s as simple as the choke is not closing completely, whit the filters off and check through the back of the that the flap is completely closed with the choke actuated.

I've had a couple go that way and also one of my saws, they were very well used but had been reliable and I put it down to a combination of worn or hard crank seals and cold weather... once I'd managed to get them running and warmed up they would then start normally, so that could be a possibility in yours.  

 

I used to put them next to the stove and warm them up in cold weather and this usually worked but if not a wee squirt of fuel down the plug hole would do the trick.

I pulled up some pics of a TS410 but can't see if it has a petrol pumping bulb or not, because my first thought would be it's not getting fuel up/into the carb and takes a while to pump it while you pull it over.

Check the bulb is working or give it a squirt of easy start or brake cleaner in the air intake to see if it fires straight away

Well good news. It appears from initial findings it just needed a new spark plug. I brought a service kit from l and s engineers, fitted it all, and it fires almost first pull now!
