If its in their garden and hacked back as good as it is:

 

1, why do you need it gone?

 

2, Why grind the stump out? Surely thats their problem?

Maybe there's a sexy woman across the way that the tree is blocking his view of Andy mate haha

Its quite a high fence. He could peep over from any angle and not get caught. :D

it's only 7m from a proposed extension and the bco's will insist on piled foundations

 

the stump being removed was one of their requests, still cheaper than piles

Ah ok. 

 

As before, contact 3 reputable firms in your area to get a real cost. Anyone here can give you a make-believe price based on their own location and work load. Might not be a real reflection of what is the going rate of where you are in London. 

 

For example, my Brother removed a sub-6" diameter tree in North London for £600. The stump was not ground out. He was the cheapest quote. Took him an hour and chucked the whole tree in the back of his pick-up and burned it in his stove.

 

Id hazard a guess at £2000, maybe more?
