The only reason I say that is when we were driving to a fire and we seen white smoke we knew someone had beat us to it and were jetting water on the fire.

On a diesel engine, white smoke is unburnt fuel, Black is too much fuel. Water doesn't really show itself so much in a diesel but can also present itself as whitish smoke like you say but you need water from the head gasket or something. Water in the diesel usually leads to rough running or worst case pre-det as it ups the compression so the diesel fires earlier
