So if  I  get this chipper modified to meet criteria/spec as per latest safety regs, work done by local light engineers, get mechanical engineer to certify, am I ok ?

..or sell it, it would look nice hanging off the front of my mog!
I doubt it would be a huge job to make it legal, as always, finding someone to do the work could be the biggest challenge.
Probably best to have some sort of certificate in the end, in case the worst happens and there is some investigation. Peace of mind and whatnot..
Cant help ya as regards what exactly you need to do but I'd second what was said earlier and try John Mason, sound guy and knows his stuff.

That happened an Eastern European groundie in Ireland about ten years ago 

took one leg to the knee and flesh to the hip, also broke the other leg.

amezing that the poor guy survived
