My 545RX does not have a manual one ( push/pull blue button ) but it may have an automatic one .  If yours should have a blue button and hasn't  then you wont damage it trying to run it as it won't fire as there will be no comp .

Never seen a blanking plug look like that, most have a hex head. Stick some water and washing up fluid around the plug and pull the engine over slowly and look for bubbles around the plug. If there are none then it is good to go but if it is leaking, it will need a new one.

Long term, not having a decomp may wear the starter gear prematurely but there should be no issues running it like this if that "wood screw" looking plug is a good blanking plug and not a lashed up affair!

I had a flat head screw in an 075, worked fine as a blank.
My arm still aches from starting the bars***d though.
