Ticks a few self employed boxes but I doubt it would stand up to scrutiny. Namely, can they send someone in their place to do the works? Can they choose thier own hours? Are they acting under direction?

Its all too common but I think its dodgy that its for a large govt organisation.

I'm self employed and if I sent somebody else to climb I doubt that'd go down well. I work the same hours as whatever form i'm working for. I act on direction singe of the time too. Am I not self employed?

I think you're confusing self employment with being a bona fide sub contractor.
