Well, if the knowledge and expertise Isn't available 'in house', I don't have any disagreement with the use of a consultant. But the rest of the management in local government, civil service etc does appear a bit top heavy

What i dislike is long term consultants. For a project of up to 6 months or so when you need certain skills then get a 'consultant' but there are loads of examples of consultant being there for 5 years or more. Even worse they are ex members of staff!

That would be an example of the exploitation of the "self employed" status to facilitate employers avoiding expenses and employee benefits which resulted in the recent, perhaps misguided, but maybe necessary, attempt to address this loophole - albeit at the expense of genuine small business.
