Would oil not just spit out if that screw wasn't there??

Yes , but , If the proper breather was in place it would not . It acts like a one way valve allowing air in (so the tank does not pull a vacuum ) but no oil out .

Well I'm not sure what its called, but i went to my local arb shop and explained where the hole was and he told me to put this in there, so i assume that it is ment to be there.

 

It squirted out oil the first time i ran it but when i tan it a second time nothing came out, i was thinking Maby there was just some oil there that dripped out from before the vent was there
