I will go back and get a better shot of the bud as I know Fraxinus angustifolia is more brown with a "tri" formation but looking at the bud on this shot it definitely seems black.

 

My second thought was F. pennsylvanica "marshall".

Looks it, to me. Green / red ash has a brown bud.

 

Also note the non-opposite buds. A sign of very vigorous growth, I do believe. Crinkled leaves may also be a sign of rapid growth, though I have no reference for that - just from what I have been told.
