Any ideas what this is and how it is meant to be used?

it could be something to do with deep hollowing but i can't be sure.

 

try asking axminster or jet (presuming it was made by them that is) or you could scour the net for images of turning accessories.

Yes sure looks like a rest for a Hamlet deep hollower or similar, would stop the downward force but you would still suffer twisting torque. Use carefully if you are not familiar especially when overhanging the rest by a few inches........
