Import duty is applied to the Mill and all the associated costs getting it here. They look at the total invoice from the shipping company. It normally works out a £ to the $ for things shipped over from the states. So an item for $20k will end up roughly £20k by the time its at your door. If its not going to fill a container speak to a freight consolidator who will jockey your bits in a shared container, that will be a big saving.

Isn't import duty just plain old vat?

No. You pay VAT as well (and claim it back if you are VAT registered) but import duty is different. I think I paid 1.7% for the mill.
