That looks like drought stress to me. Is the drainage different on each side of the road?

I thought that to but its not(even tho it has been hot) its everywhere(i.e. different towns) same last year apparently

Where I've seen leaf miner it has been very obvious the leaves are being burrowed through. Your's looks more like stress- drought, root damage or whatever rather than an insect.

 

 

Agreed no leaf dammar from insects there
