Disposal of stumps/roots

We have a client at the moment who thinks that it would be ok to dig a big hole and get rid of 100s of stumps by burying them. Can anyone direct me to any written legislation on this subject as common sense would tell you that this is not good practice. I have googled it and although quite a lot comes up from the US about this practice been illegal throughout most of the states because of the risk of creating sinkholes, and methane etc I cant find anything relating to Scotland. I am looking for something to back me up in a forth coming meeting.

I have hired large high speed shredders out last year for this, the stumps have had to be ground down to approx 30mm down to put back into the ground. Even a slowspeed shredder that will shred down to 120-300mm was not suitable.

 

This being said I do not know the legislation just what the customer told me he needed.
