Heres the situation: Letter from VOSA says I am not allowed to take my hilux into the low emission zone in London, if I do its a straight £1000 fine, reason is that they are trying to keep the air in London free of the crap that comes out of my exhaust as it don't have a catalytic converter. Ok fair enough But if I pay £100 per day for a permit I can go in??????????? Does anyone know why £100 would change the situation apart from being another money making scam on the motorist?

Nope. Just a money making scheme.

I got the same with my disco. Lucky I don't go anywhere near London.

It's all about money. Ok they want to lower emissions, but all those double deckers are spewing out black smoke by the truck load.

But it's only with commercial vehicles, I can't drive my 300tdi disco van into the lez but I can drive my 300tdi disco car in, both vehicles basically the same.... Just another money making scheme....

My hilux is plg, and I know of someone in London who owned a diesel ford explorer and had to get rid as it wasn't lez compliant, is your disco car newer than 04 and your disco van older than 04?

From TFL:

Light 4x4 utility vehicles

There are many types of light 4x4 utility vehicle. It is their classification (decided by the manufacturer and the European Union) that determines whether they're affected by the LEZ or not.

Light 4x4 utility vehicles classed as cars are not affected by the LEZ. Those classed as commercial vehicles are subject to the LEZ.

Any vehicle designed to carry goods, or more than nine passengers, is classed as a commercial vehicle, even it's only used for recreational purposes.

again, from the TFL site:

Any vehicle designed to carry goods, or more than nine passengers, is classed as a commercial vehicle, even it's only used for recreational purposes. These include:

All models of pick-up vehicles, including dual cab pick-ups

Commercial or 'panel van' variants of light utility vehicles (these can be identified by having a goods-carrying capacity in place of seating and metal panels in place of windows)

Light utility vehicles that have more than 8 passenger seats

You can go on the lez website, punch in you registration and it will tell you if your lez compliant or not, I phoned the lez offices and asked them where it started, a lady said , "if you look at a map of London, then basically if you pass the m25 at any place you are in the lez". Funny that cos at the m25 junction on the m1 it says LEZ STARTS AT SCRATWOOD SERVICES a good 10 miles past the m25 turn.?
