Any accredited body that has got procedures in place to be able to maintain and justify that it checks competency in the task performed

Have a look at one of the training centres website they usually got good info on what tickets you need.Try arbor venture website very good for that.

and what makes them an accredited body?, who decides, or who decided what the tasks and checks have to be?

No ticket is a legal requirement only really there to gauge ability and for insurance purposes. but I'd suggest getting the cs30 and 31 as they teach you a lot and a good trainer can make a good cutter. And give you enough of an idea to work out the safe way to approach things with out just trying to scare you.
