Rule of thumb no more than 30% should be taken either do a crown reduction or thinning or lift the tree you be surprise they look good once lifted

30% of what? SORRY, I'm sure you're referring to "foliage bearing material" and not, for instance, a linear reduction (just banging the 'BS3998' drum.)

I too would go for a crown thin 15-20% + crown lift to a specified height that should, ideally, still leave 2/3rds of the overall height with foliage (so if the tree is 15m in height, ideally, CL should not be more than 5m and, wherever possible, involve the removal of secondary and tertiary branches rather than primaries...unless smaller ones.)

I too think it looks more like a Downy, rather than Silver, Birch....but anyone seeing my recent contribution to another Tree ID thread would do well to ignore this

Cheers..

Paul

Following on from Paul (AA), give them options with advice. If they are interested in the longevity of the tree they may listen to and act on your advice. Give them the option to go harder and price accordingly though making sure that they are advised of the structural, physiological and future management implications of either operation. If you're happy to prune harder than the BS and that is what the client wants, in the end that's what they'll get, whether you do it or not.
