Poorly leylandii

One of my customers asked me to look at his his hedge. Although the top looks quite healthy the sides are dying off. Is this frost damage. It has been getting worse over the last couple of years.

Would it be best to remove the whole hedge and replant or could we cut it down to say 18 inches and hope it would regrow.

Thanks for your replies. So would it be necessary to dig out the roots or could we not cut of at ground level and replant between the stumps. The leylandii are planted about 3 ft apart.

Looks like aphid, looking at photos too late to pull hedge back to good health, remove hedge and roots, enrich soil and re-plant.

Leaving the roots will be fine, but if they are easy to remove it will help replanting.

What will you advise the customer if the whole lot has to come out, fencing time? What else can you do if that's your garden border.
