Lime Reduction

Been to look at a Lime tree about 5m from a kitchen window in the back garden. The LPA say they'll accept a 10% reduction. In my experience 10% aint much and for a tree so close the the house 30% (which is what I suggested) seemed conservative, I was thinking more like pollard it! The houses are new build so the tree was there first. The LPA have also said I can specify the reduction in meters. Would it be acceptable to reduce by 3m (radius) at the base and 2m from the top to achieve a tree that fits the space. The tree's girth is around 300mm - 400mm

The girth is 1 foot? diveded by pi that is lass than 4 inches diameter wich is too small to be covered by a tpo ( in uk ) ( unless blanket order )) ( maybe even to small to be coveered by a conservation order . the only trees ive encountered of that size and importance are historic... and or unique .

Diameter.....maybe 70 years old could be more.
