There is nothing that can be done. Knowing how the tree dies is useful information but it alone is not going to get a prosecution criminal or under the TCPA.

 

You need to catch the culprit in the act or get a confession. It’s not about what you know it’s about what you can prove in a court of law

and further on, after it's told you to hammer as much nails in the tree as you can, it goes on to say:

Covering the nails makes the process less obvious with a casual glance and can preserve the look of a yard as the tree starts to die. The only way than hammering a copper nail in will kill a tree is if the nail is greater in diameter than the tree
