I'm actually lifting the row of trees to clear the building behind, but whilst pricing noticed this lime.

 

What I'll do is book in the job which is going to be about ten days or so and whilst climbing, take some high up samples or inspect the crown.

Lime nail gall mite (Eriophyes tiliae)?

We're on the right lines with galls Tim, jsut don't know which one and after reading up on the one you have sugested it has said that galls rarely affect the overall health of the tree.

 

I think I may have to climb the tree to inspect a little closer, me thinks there maybe something else amiss

The signs on the live leaf look very similar to Dictyospermum Scale over here. However, there is a big spot of water between us and bugs appear to be somewhat different. Couldn't find Tilia listed as a common host (doesn't mean they can't get them).

 

Monkeyd might be right that the flagging could be caused by something else entirely.
