Any drill holes in the trees? People in Taupo don't give a monkeys if someone notices. If it ruins their view its out with the drill and roundup. Other than that, check to see if the soil around the trees smells oily like others have suggested.

Special branch could root out the perpetrator!

 

I would excavate round the root structure just below ground looking for blocked up bore holes if you realy have suspisions,roundup or the like in concentration injected in to those could kill them I imagine.

If you suspect an agent has been used "systemically", the only way to tell would be to send a sample of the trees cambium woody tissues to lab for analysis.

If you find oily deposits, perhaps BP had something to do with it?
