It could be road salt leeching into the stream and getting into the soil around the conifer hedge, causing a bit of reverse-osmosis which I imagine would show similar signs as drought.

i would have agreed mate but he says others not on the stream suffering .i woul look to spray drift but the barley would not have been sprayed with round up already do you think ?

Cercospora (which i think is similar) was thought of especially as it seems to be progressing to the tips rather than from it, but no black fruiting bodies on the needles?

what do you think the odds are?

could a fungicide treatment realistically be implemented - my concern would be efficient cannopy saturation

would there be any implication in application near to a stream (tree on bank)

If it's anything like the photos it may be phomopsis blight. See it quite alot on close trimmed hedges. Typically in gardens where the whole area is protected from winds and a humid warm environment can persist.
