this has obviously got an amenity value that pretty much goes without saying however given its location & condition & the likely hood of the hazard ( mechanical failure) leading to serious harm either to property or life then this is a raised level of risk ( over an open field specimen) Are you Being paid to right an independant hazard evalution report

or price up the two potential jobs as a Major reduction / Remove as contractor

 

either way any of your findings should be brought to the attention of your client in writing, then once armed with the info let them decide , its their tree, you can only guide them by pointing out the extent of the disease & the known effects & the consequences on this genus

after all its there money they need to choose based on an informed opinion the way forward as it is their risk

hi iain !as soon as i mentioned removing the bench mulching and decompacting(there is very often flooding as its in front of a storm drain) they freaked a bit so i told them they need a tree report by a consultant as i am not giving them any thing in writting,ive put them on to henry girling...he will do the report ill do the work!

i will do tree reports on trees for them that i could give a definite opinion on like its dead or seriously flawed... but this is a special tree and the only one in its location...personaly i would try and save it at all costs but i think my personal views could cloud my judgement on how bad a state its in! i dunno ill wait eagerly for the report!

you need to define your role, if they want advice then fine , some folks expect academic advice thrown in FOC wether or not they pass on any actual work to you, ( a full day of that earns you sod all & Time is money & diesel is a fortune) advice has its costs attached to it, in the same way as any physical remedy does,

i would give the parish two options

 

a. remove dead and dieing wood and come back the year after for a re-evaluation stressing that this is probably only going to be a little remedial work and that the tree may have to come down.

 

or

 

b. Tell them to save themselve some money it may be the better to fell and replant stressing the health and safety implications of having a tree that going to shed branches.

 

either way any work that you do on the tree remember to clean you saw after as bleeding canker may be carried on the saw an infect the next tree you do if suceptable?

Pass on any cost to the " parish " council is it? Otherwise make it clear that time is money. Advise to the best of your ability and move on.If you are out of your depth, seek professional advice or delegate. The issue of preservation can be emotive at times whilst the isue of safety is unequivocal.
