Yes, bacterial canker. Interesting to see shot from further back - those shots have epicormic sprouting which is not quite normal in healthy hc.

 

Keep watching, can be slow decline and eventually canopy starts dying back - have removed a couple in our village with this.

Usually, but not always (the hopeful side of me), a gradual decline over 5-10yrs with Honey Fungus being the final death knell as vitality declines also (epicormics are showing early signs of Cameraria leaf-miner I'd suggest.)

Bleeding canker (Pseudomonas syringae pv. aesculi) for sure. Pretty much irrecoverable and as Paul says ther will be honey fingus on the way to finish the job off. Looks like a bit of leaf miner on the go too.

We have a client down the end of the road with this on a chestnut,  I explained and said it needs to come out (pink chestnut) its still alive now, similar size, canopy healthy..its in there garden so they opted to leave it until it had to come out !
