I think its part of a dolphin skull but with the beak ( with all the teeth in ) broken off .

Looks more avian than mammalian to me. Bird skull with the beak snapped off.

Could be a pelvis/pubis of a bird as well, more shots from more angles would help.

Seal would be my guess, especially looking at where the neck is, it's almost in line.

 

Most land animals have a spine where the head is plonked on top for maximum turning, seals just seem to move the whole body as they're practically aquatic.
