Husqvarna hover mower

Ive been asked to look at a Husky hover mower fitted with a honda gx engine. The guy says that the control handle doesnt change the revs but if you move the govenor with your hand it does so he thinks something has come adrift. Im pretty sure that the control handle which is called the choke control on the parts list only operates the choke and doesnt raise or lower the revs of this machine as they are set and cant be altered, am i correct?.  Nothing looks to be missing.

It will not be a GX engine, it is a GCV with vac fuel pump, traditionally Flymo’s ( which is what it is ) have a fixed throttle, there is no need for an idle, the opc lever applies the brake and ignition cut out micro switch, the throttle will be fixed in the full throttle position, the engine governor will take care of over revving and increase the revs under load conditions, hover mowers are the spawn of satan, I hate the damn things.
