Felling refused in conservation area but no TPO

Not strictly on topic but related - since submitting online applications changed to the Planning Portal, I haven't been able to upload pictures of the sketch plan for notifications / applications on it.

I have either to email them directly to someone who I've explained the problem to, in one of the planning departments I regularly deal with; the other local council I have to submit them by post, old school.

 

I wondered whether anyone else has found this to be an issue since they altered the format and if so, whether they'd been able to solve it?

It’s a shitbag and the council are playing silly buggers. Get it felled.   If you get any grief tell them I said it was ok.

If you make a CA notification, the Council can only prevent felling by making a TPO. It can state that it will make a TPO unless the notification is withdrawn, as a way of negotiating a re-notificatio

How recently do you mean they changed it? Maybe 6 months ago it was updated but there's still a step in the process to upload pictures.

Yes, since they changed it then I haven’t been able to upload a photo of the sketch plan, or such a photo saved as a document, to my online notification or application via the Planning Portal; prior to that it worked fine. 
I just wondered whether anybody else had experienced the same problem.
