Ash Tree

Hi,  I have an Ash tree that is covered in these spots.  Is this leaf rust?  Will the tree recover from this?  

I do live in an area with the Emerald Ash beetle but this is not one of the signs of infection as far as I can tell.

I assume the poster is from the US, so not Fraxinus excelsior. I hope they are not in the UK if they've got emerald ash borer!

Hi.  No not the UK I'm on the East Coast of Canada in New Brunswick.  I'm pretty sure it's an Ash.. it's looking quite weepy and sad in general this year. The leaves are not usually droopy and rolled like that.   A couple years ago the city came around and identified all the Ash trees because they are running a treatment program to try and save the ones on city property and encourage you to treat yours.   

But I don't think this is beetle related from what I've read.  Maybe a fungal infection?  The trees are about 3 and a half stories high and all the leaves as high as I can see look the same as this so it's not just localized to the lower ones or a certain area.   Just wondering if there is any chance this tree makes a comeback and is healthy next year? Has anyone experienced anything like this?
