Overgrown hazel arch

Hi

my neighbour has a hazel archway framing a gate thru a wall

its got too tall and too wide

 

if we cut the tops off how will it regrow ?

will doing that encourage new shootsfrom the base?

could we cut tallest stems of at their base and try and untangle them ?

 

probably should just cut it all down tothe ground and shape it as it regrows but a bit wary of that as it will be very bare for two three years 

also rabbits 🐇 damage to regrowth

 

any tips
