Not waterlogged but potentially drought,  considering the significant change in weather patterns could suggest sun scold...  if we guess enough I'm sure we will get it right at some point. 

 

On a serious note the tree is not well maintained and potentially exposed to everything you wrote 😁

I recently took down a Rowan that died after the nearby ancient clay pipes draining a well became silted up over the years making the lawns damp and infested with moss. New pipes cleared the moss but unfortunately the ground conditions were too much for the tree to recover.
