Which stump grinder?

I've a stump to grind on an embankment, as photo.

 

It can't be removed with a digger as the foundations and utilities have been inlaid already (Typical development procedure there).

The stump is an Ash, approx 48inch diameter at the cut and approx 24 inches up from ground level, though this can be altered with my big bar.

 

What us the best affordable stump grinder for this please?

Have known grinder to roll so be wary across the slope.

The embankment, is a hedge bank of about two foot high then its a level grind to roadside and 1m to the building.
