May i ask where you purchased the belts from and technique for putting them on as they don't have a release tensioner.
Are you still using the negri chipper!
I just googled the belt number, can't remember the number now but shoot me a pm if you can't find them. It was a gates belt. As for installed a bit of patience install over the crank pulley and partially over the drum pulley, rotate the crank pulley while levering over the over pulley.
Actually sold it recently in the hopes of upgrading to a larger machine.

Thanks for that, the belts on there are cogged type not the standard classic v type
they seem pretty new but seem to be rubbing melting around the edges on the top pulley.
Purchased the negri r250 recently practically really good condition been sat in a shed
for years have greased the bearings just for good measure and chips/mulch's really good
couldn't fault it has anti stress as well, limited to 90mm dia but anything over goes in
woodburner, it seems really good build quality for an italian make and decent honda engine.
Just wondering to swap from cogged to standard belt and had noticed on this one the tensioner
sits on the inside of the belts surely this is wrong as the the cogged side is hitting the tensioner
and causing friction! doubt that the top clutch pulley is suspect causing the belt to overheat!
your thoughts..

Looking at the pulley size I would say they lack belt contact which is why they eat/melt belts, a sensible mod would be go up a size or two on both both pulleys and go for longer belts.

 

You can use this calc for working out belt length for what you have or a mod if you choose to go that way,

Could the centrifugal clutch pulley be suspect here not engaging properly thus causing belts to overheat...
the clutch pulley it does get extremely hot smoking hot or is it the other way round belt transferring energy to pulley!
Explore all possibilities until the truth is known!

If belts are old will be glazed, had this problem with my old premier 200zx it had stood for a while took it on a job and shredded belt on about the thread piece new belts and it's back to it self chips everything you can chuck in it do hand.
