Hey guys anyone know what this is? I'm thinking some sort of meally type bug?

 

It's on a Carpinus in town centre must be at least 100-150 of them. Like a small spider web the white stuff in the picture. 20180704_125552.jpeg

Scale insects, sap sucking bugs, quite hard to treat as they have the limpet like shell. When the white fluff is showing they are easier to control. Maybe not worth trying to do anything.
