I use very thin CA glue for a permanent hold, it will depend on the species some retain their bark more easily, sometime just a coat of sealer is enough. If you use CA just buy the cheapest you can.

I thought I read somewhere that if the wood was cut in the summer the bark would stay on and likely to come off if cut in the winter. Or is it the other way around???

I have just made a little stool from summer cut cherry and the bark is still on the legs and I couldn't peel it off if I wanted to.
