It's all about the wiring into the home. If it's been cut and rejoined (how many times has that accident been discussed here) then the line noise will be higher and their speed will drop.

We had that old aluminium " door bell " type wire initially and it was painfully slow . Last year upgraded to super fast fibre and it goes like a freshly skinned whippet !
