What I cannot understand is what he is trying to achieve as he clearly doesnt own the saw to be able to sell it so cannot offer cash on collection . He offers free delivery so discourages collection hence the buyer will pay by Paypal, who will hold funds for 28 days to new sellers. Surely within that period, the duped buyer will raise a dispute he hasnt received saw and buyer is refunded. I cannot see the point of the advert

Don't under estimate the sophistication if these scams, they often fake payment pages. The fact that is looks kosher to you is what they are playing on.
